Informal recycling

There was a scrapyard in Accra, Ghana called Agbogbloshie. If you have seen one photograph of e-waste in your life, it was probably taken there: black smoke, a burning tyre, a teenager pulling wire out of a fire.

In July 2021, Ghanaian authorities demolished the site.

The burning did not stop. The people doing it moved — into Old Fadama, the settlement next door, and out across Accra, into smaller places that are harder to photograph and to count.

Start there, because it isn't really about Ghana. Clearing a site moves the work; it doesn't end it. The economics didn't change when the bulldozers came, so neither did the outcome.

The photograph cut both ways. It made the problem visible, and it flattened a place where thousands of people worked into a shorthand for hell — shot by people who flew in and flew out, and now showing somewhere that no longer exists.

So let's do this carefully.

What informal recycling actually is

It is recycling done outside any regulated facility — usually by hand, usually by people working for themselves rather than for an employer, and usually without protective equipment.

It is not chaos, and there is real skill in it. Workers can identify boards, know which components carry value, and strip a device faster than most people could manage with a manual open in front of them. The sector exists because it is good at recovering material that a shredder would send to slag.

What it lacks isn't competence. It's extraction equipment, respirators, and any enforceable obligation to protect the people doing the work.

Why fire

The most damaging practice is open burning, and it happens for a reason worth understanding.

Copper wire is sheathed in plastic. To sell the copper you have to get the plastic off. Stripping insulation by hand takes time; burning it off takes minutes. If you are paid by the weight of copper you deliver and you have no tools, fire is the rational choice.

The same logic puts circuit boards over an open flame to loosen the solder and free the components.

Every one of those decisions makes sense from inside the situation. Hold onto that, because "why don't they just stop" is the wrong question and it leads nowhere.

What it costs

This is chemistry, not geography — it applies to any fire lit for this purpose, anywhere.

Burning insulated wire and boards releases lead, and it releases dioxins — a family of compounds formed when plastics containing chlorine burn at low temperatures.

Lead is a neurotoxin, it has no known safe level of exposure, and it harms children more than adults. Dioxins persist: they don't break down quickly, they accumulate in fat, and they reach people through grazing animals and eggs from birds that feed on contaminated ground. So the exposure isn't confined to the person standing at the fire. It reaches the market nearby.

Which is why the dispersal made things worse, not better: the same chemistry, spread across more neighbourhoods, with nobody keeping a record.

And children work at these sites. Not as an aberration, but as a normal feature of an economy where a household needs the income and no other route from school to work exists.

Why it exists

Here is the systemic answer, and the point of the lesson.

It is cheaper to ship the problem than to solve it.

Processing a container of mixed electronics properly — capture systems, protective equipment, trained staff, documented disposal of the parts worth nothing — costs money. Putting the same container on a ship costs less. While that price gap exists, and while somebody at the far end will pay something for the container, material will keep moving from where it was used to wherever it can be processed most cheaply.

The gap was never created by anyone at Agbogbloshie, and it didn't disappear when Agbogbloshie did. It is the difference between what safe processing costs and what anybody is willing to pay for it.

Which means the fix isn't a better-behaved scrapyard, and it isn't a demolished one either. It's closing the price gap — through regulation, through producer responsibility, or through enough buyers refusing the cheap option that it stops being the default. Module 3 takes up the question of who should pay.

How to talk about this

You will end up explaining this to someone. Three rules.

Don't lead with the photograph. The burning-tyre image gets attention and then does nothing useful with it. It invites pity rather than analysis, and pity has never changed a procurement decision. It is also out of date: that site was cleared in 2021, so using it to describe the present hands anyone who checks a reason to dismiss you.

Don't make the workers the problem. They are absorbing the cost of a choice made thousands of miles away by somebody who wanted a container gone.

Name the mechanism instead. "It is cheaper to export it than to process it safely" is one sentence, it is true, and unlike the photograph it points at something a person can act on — which recycler they use, and what they make that recycler prove.

That's the next two lessons: the treaty that was supposed to stop this, and the certifications that tell you whether the recycler in front of you is bound by anything at all.
